I think everything is on the title. Upon installing 2.6.7 there are no locales available others than en available at %PORTABLE_APPS%\GnucashPortable\App\GnuCash\share\locale. It contradicts the instructions at https://portableapps.com/news/2015-07-07--gnucash-portable-2.6.7-released .

If you installed via the platform in English, only English is installed.
If you installed solo and did not specifically check off "Additional Languages", only English is installed.
