Is there a section of the site where I can download older versions of present Portable apps?
I use Opera Browser 12.16. Its a legacy app. There's 12.17 available, but I prefer 12.16. Is there a shadow page that can be accessed?

The only change from 12.16 to 12.17 was to patch the heartbleed bug in the Opera updater that could allow a 3rd party to insert and run malicious code. Functionally, there are no other changes, so there isn't anything to prefer about 12.16 over 12.17. The 12.17 patch came after Opera 12.x was retired and was only done to patch that vulnerability.
Opera 12.17 itself likely has unpatched security vulnerabilities at this point. It was abandoned over a year and a half ago and security issues for it may not be reported or tracked any longer. Some sites that check for users using a secure browser (banking, etc) will lock it out now.
We only make Opera 12.17 available for testing and legacy purposes now. We don't recommend using it as your browser.

Fair enough.
Is there any way to differientate between a 32bit and 64 bit version?
We only packaged the now-dead Opera 12.x as a 32-bit version as the 64-bit version offered no real performance benefit. As is common, the 64-bit version actually scored lower than the 32-bit version on a number of benchmarks. Opera only makes newer versions of their browser available in 32-bit.
