I am looking for an older version of Chrome Portable able to use Silverlight. I need the version 41 or older.
Is there any way to have this program version?

Just use Firefox since it will work with Silverlight. Older versions of Chrome are unavailable from Google's servers as they are insecure.

Not from here. The app available here only downloads whatever version of chrome is current and download links for older versions of Chrome tend to be removed by Google. The older version of Chrome also suffer from serious security weaknesses which is one of the primary reasons for Chrome being so regularly updated by Google.
