I have tried to add an application to the PortableApps menu, however, the top level folder contained only a folder called Browser and a shortcut to an executable in the Browser folder. However, the shortcut name did not appear in the menu.
I copied calculator.exe into the same folder and it did appear in the menu, as expected.
Please allow a the name of a shortcut to appear in the menu as well as the name executable files.
but you can write what you want into the name of the short cut

If what you really mean is the ability to launch portable applications contained in sub-folders (other locations) you'll find that is already contained in the Platforms "Upcoming Features" list at https://portableapps.com/node/28593
Don't ask when! The answer will inevitably be "When it's ready", there's a long list.
If what you are requesting is something completely different, then you probably need to provide more detailed information and I'm sure you'll get a response from the Developer.
In your specific case, just place the Browser folder within the PortableApps folder and the platform will find it fine. The Tor Browser installer creates a non-portable shortcut in its base install folder that will fail to work as you move PCs as it has a full hard-coded path. Still not sure why they do that.
