Our Infrarecorder Portable package makes temporary changes while running which are removed on exit. The standard Infrarecorder package leaves them behind. Note that the usual Windows registry/file changes always apply to every app (recently run, prefetch, etc).

All of our apps are allowed to write to the registry if the base app uses it, we only require that app-specific data in the registry is not left behind and previous settings are reinstated (eg. so you don't lose settings where a local copy of the same app is installed).
Obviously there are some base apps that do not access the registry themselves, so they won't write to the registry. The usual registry entries as John listed above, plus some entries for firewalls, AV etc. will still be created as they are from Windows or other local software, not from the app itself.
It used to be a lot easier to find (linked from the left menu on every page if I recall correctly) but now can be found through the left menu on the About page.
