Generally, these mean that PortableApps.com does not have permission to directly host the files, and so we must provide access using an online installer. These usually download the publisher's installer files, and extract the application's files from there.
Depending on the application, access to specific versions of the base app may become removed.
Google, for example, removes old versions of Chrome from their download servers.
If you're curious about what gets downloaded by an online installer, download the installer but don't run it, and either extract it, or use 7-Zip Portable to "open inside" and take a look at the contents of App/AppInfo/installer.ini, which shows what gets downloaded and how, using the instructions found here: https://portableapps.com/development/portableapps.com_format#installer
