It is really annoying that Portale Apps never upgrades WSCC to a new version!
It is only when you want to update the programs in WSCC that you get a message that there is a new version.
You have to download the new version yourself. Then it is a bit tricky to upgrade in Portable Apps...

We don't have a version of WSCC packaged in our app store, so it won't be updated by our platform. You may have grabbed an unofficial development test package of it in our forums or a package from the publisher that either isn't in the right format or hasn't been submitted to us by the publisher for inclusion.
Sometimes, the impossible can become possible, if you're awesome!

If it needs to be updated you may wish to ask the person there to update the download? As John has said the Platform only updates the official apps.
