I see on the home page there are icons dropbox after the word "carrier cloud or on a portable drive" how can I install and run thuderbird through dropbox, ownCloud and other cloud services?

You can run them from your synced cloud drive on every Windows PC you own as well as Linux with Wine or Mac with a Wine equivalent. You can not run them from within your browser while looking at DropBox as DropBox has no such abilities.
Sometimes, the impossible can become possible, if you're awesome!
