Opera Portable 38.0.2220.31 - no VPN ?

Hi there,

I've updated my Opera Portable to the latest 38.0.2220.31 which according to the official changelog (http://www.opera.com/blogs/desktop/changelog-38/) should integrate the new VPN feature since the version 38.0.2205.0

But in --Settings\Privacy & security\ is NOT available. I cannot see any VPN section.

How is it possible? It looks weird, unless it's a feature the portable version cannot have...
