Has this been officially accepted by PortableApps.com yet? It seems to be listing the old text associated with Steve and not the new versions with alt.

It unfortunately wasn't, for whatever reason (which I have no idea about, all our communications with John were stalling at one point or the other).
So these days the best way is to watch the GitHub repo (https://github.com/PortableApps/Toucan) and get releases (as well as report bugs) from there.
