I propose the "CursorAttention" app for portable. Makes a Circle around the mouse pointer with custom size and color. Excellent for teachers and presenters, video conferencing, video recording, tutorials to highlight custom points to the audience during the powerpoint presentation or the videorecording. You can configure custom key like CTLR + F9 to activate the custom pointer on and off. An simular software exists called "PenAttention" that does the same and could also be used. Is very light weight less than 1MB.

I can do stuff like that already with Win 8.1. I'm not sure if it is a function of Win or my particular mouse's driver. Might be worth looking to see if there is a more up to date or capable driver for your mouse.
