Had descriptor been included, we'd have been alerted that the app is one of them M$-flavored ".NET" apps.
(Correct me if I'm wrong here, but to my knowledge, there's not yet been a portable implementation of .NET)
Which means that open-source license ain't of much help.
Which in turn means that a portable version of it is not overly feasible at this time.
Leastways, not portable for the majority of folks, who don't have ".NET"
(Let alone those of us who have NO intention of going with ".NET", *ever*...)
