I could not find any portable version of OneNote 2016. Does anybody know whether it is possible to make it portable app?

Even though OneNote is free to use, it is still proprietary software and we would be unable to bundle it within a portable package for redistribution (without permission, which we would not receive from Microsoft).
There is a chance it may be possible as an online installer (our launcher downloads the program when you install it) which bypasses that legality, however all of the Office 2016 apps require a version of the .NET Framework installed, and right now we do not support or release .NET apps, so it is unlikely to happen at this point in time, sorry to say.
