I have just been served an advert on portableapps.com that included a pornographic image that is illegal to possess in the UK. Think animal and lady.
I have a screenshot in case anyone doesn't believe me but would prefer for obvious reasons to be able to delete it.
Meanwhile I will be blocking ads on PA.com
Report it to Google. We don't serve individual ads. A screenshot doesn't help us try to report it ourselves, unfortunately. We'd need the code that links to the particular ad.
We use Google AdSense for images. There is a built in icon that allows you to report inappropriate images. We have almost no control over the ads that appear.
Unfortunately, as AdSense is a self service provider, it relies on reports from users for inappropriate images like every other self-service site. Please note that if you wish to avoid AdSense, you will need to either block it directly or block ads on almost all websites. The vast majority of websites either use AdSense directly or use it for unsold inventory if they sell their own ads. So, you'll need to block ads on nearly every news site, IMGUR, reddit, etc.

This is the first time I've seen an illegal to possess rather than inappropriate to me advert (e.g. cars, gaming, dating) and I'm happy to do the reporting. Just for clarity I get plenty of appropriate ads (systems, financial products, etc) it is the others that puzzle me.
Do ads from doubleclick, googleadservices, turn, etc all get reported to Google AdSense ?

You can only report an ad from the button on the ad itself. You can not report it after the fact.
Google AdSense pulls from hundreds if not thousands of smaller ad networks as well as ads people place with Google directly. No review is done of ads prior to distribution. You will see occasional inappropriate ads as well as occasional illegal ones. There is no way around this as a smaller site that doesn't have the traffic, revenue, and expertise to run your own internal ad sales.

I just tried to report an ad I "had a problem with" - read, just testing, and by clicking on the AdSense logo at the top of the ad, and scrolling to the bottom of the page, I was directed to this form, which I linked above, in order to report the ad: https://support.google.com/adwords/troubleshooter/4578507

The only way to report an ad is with the AdSense button on the add itself. It's an overlay generally in the upper right. If it is absent, you'll need to somehow report that to Google. Maybe by screenshotting and copying out the ad code from the site source. Either way, it's something we have no control over ahead of time. Nor do all the other sites like reddit, IMGUR, etc that use AdSense. This is the way it works. Yelling and swearing at us will have no effect on anything. We can sometimes report it after the fact.
I have made a report to Google about the incident. If you know the exact page you were on and exact time, we may be able to at least track this violator down.
On language, as stated by Gord, that sort of language is not permitted here. There are no exceptions for being mad or for Google's AdSense malfunctioning or allowing illegal content.
If you wish to block AdSense, that is your choice. But you should do it for AdSense itself for all sites worldwide if you wish to avoid similar incidents on every site AdSense is used on.
