Please "include relevant details on your current system (operating system version, 32 vs 64-bit, full install path, new install vs upgrade, etc)" as well as the name & location of the file you're adding that line to.
If you copy AppNamePortable.ini from AudacityPortable\Other\Source to AudacityPortable, rename it to AudacityPortable.ini, and edit it to read DisableSplashScreen=true, it will disable the portable splash screen with the PortableApps.com logo on it. It will not disable the internal Audacity splash screen. I'm unsure if the Audacity splash screen can be disabled. It did not use to have an option. Later, a manual configuration option was added if you manually edit the Audacityaudacity.cfg file and set ShowSplashScreen=0. I'm unsure if this option is working at present or not. It does not appear to be in my quick test.

From my testing, it appears ShowSplashScreen=0 disables the welcome splash screen, as opposed to the loading splash image
