Diffinity is freeware (with no specific license that I can find), so you would need to obtain permission from the original developer, or build it as an online installer, before we can allow it to be linked here as we only allow and support 100% legally released packages.
Also note that while I was checking to see if you had bundled Diffinity, there are a lot of places where your package does not conform to the PortableApps standard. If you would like a more thorough list of these issues, or some help fixing them, we are more than willing to help you out.
How do I build it as an online installer?
And how would I show that I got permission?

Use the [DownloadFiles] section of installer.ini to make it an online installer.
To show permission - paste the results of a permission request email here, or link to it if made on a forum.
Hi guys, it's me again! I got permission and it is done being packaged:

I use Diffinity a lot. I'd love to see a PortableApps version. However, Diffinity is a shell extension: it works by selecting two files using the Windows right-click context menu, and it opens both files and diffs them.
I see that someone tried this previously. No idea why it stalled. Perhaps it just isn't possible.
If it is possible to make a Portable version of a Windows shell extension, I would like to try my hand. Hence my question: can it even be done?
I'd rather ask if someone knows if it is possible, instead of slogging through the documentation on how to make a PortableApp. But I will if no one knows if it can be done or not. Just don't expect fast results, I want this tool because of my job and my job keeps me busy.
