So does the Google Chrome Portable installer download a fresh copy of Google Chrome from the Google servers?

Yes, it downloads the corresponding version from Google servers as you install it. Bunding Google Chrome in an installer would be illegal.

Yes. You can download from portable apps but it uses google's server to download the file.
