The 2.92 release you link to is buggy and unstable. That's why it is not linked to from the official download page on the website. Whether there will be an official stable release of transmission for Windows is still up in the air.

It's not buggy and unstable, i use it since release on win10 x64 and all is fine.
It looks like the Transmission team is now calling it an "Early Preview" and linking it from their Download page. This might be the point we switch from the discontinued Qt unofficial package.
