Illegal, Forbidden by Publisher
Like most freeware, the only way you can repackage CCleaner or Defraggler is with permission from the copyright owner, the publisher. Piriform, the publisher, has confirmed to me directly that they do not allow anyone to repackage CCleaner or Defraggler and that anyone doing so is doing it illegally. I've asked them to reconsider a few times over the years but they have no plans to change this policy. They have even forced Ninite to stop automatically updating CCleaner. This is likely because CCleaner's paid version allows for automatic updates.
