Hello -
Will portableapps work on computers with Enterprise W7 that: (1) only permits document retrieval from USB sticks; (2) do not permit installation of applications; and (3) do not have "recycle bin" features (i.e. you cannot delete files without sysadmin privileges).

It depends what specific policies are set. If the ability to run unapproved EXEs is locked out with AppLocker, then no. In your outlined set of policies above, I would guess no as well. Realistically, if your work PC is that locked down, running portable apps would be against policy and I'd recommend you don't do it. If you need access to specific apps in the course of your job, discuss it with IT.
