Be sure you have upgraded to IE8 and then applied all available patches. IE8 is required for Windows XP's networking components to function correctly with modern servers. I tested it on a fully patched XP SP3 installer with IE8 and the installer works connecting to Microsoft servers to download Skype.
If it is still not working, be sure your software firewall/antivirus isn't blocking the download.

Here, I'm using WinXP SP3, IE8.
Other portable apps, that download something else, works as expected, like Google Chrome App, for instance, but there has been some time that the newer versions of sPortable are unable do the download.
Is there any workaround? Like manual download and save it to a specific folder? Would it work in newer versions of MS Windows?
