Please "include system details (OS version, 32 vs 64-bit, install path, new vs upgrade, etc)."
The app is working without issue on my Windows 10 Pro x64 machine. It works in my Windows Vista and Windows 7 virtual machines as well but does force Aero disabled and a switch to Windows Basic theme for some reason.
Note that this specific error can be due to missing Windows updates or having a corrupt Visual C++ library locally. I've read that uninstalling and then reinstalling can help.

At my workplace, a program is NOT allowed to install. The previous versions run smoothly for years. This is the reason why I always use a portable app.
It may be a missing DLL in the package. I'll take another look tomorrow to see if I can figure it out.

Please download this zip file and unzip the contents to the MnemosynePortable\App\Mnemosyne directory. Then try running again and let me know if that makes any difference.
