Since I'm using Chrome Portable I thought the program wasn't supposed to mention in the options that an update is available?
Is there a way to prevent it mentioning that an update is available?

What sidebar? Chrome doesn't have a sidebar. You mean the yellow notification bar at the top? If so, they likely added that with no way to turn it off.

The "Customize and Control Chrome" button on the far right of the toolbar. It has 3 dots but when there's an update it changes to a yellow arrow.
What does it say when you click Menu and then select Help About? It should show that an error occurred while checking for updates.
The yellow arrow also indicates when a new extension wants to be activated, which will happen if you run Chrome Portable on a machine with pre-existing global extensions. For example, when Google Drive is installed.
