Is it possible to run a text-to-speech app as a portable app? Even if the app itself can be made portable, what about the voices? Can there be portable versions of the voices? Thanks.

We have two in our app directory now, Balabolka and DSpeech. The voices are on the local computer, though, as they use the standard Windows voice sets. If you can find a text to speech app that bundles its own voices and is either open source or freeware with a publisher open to us packaging, please let us know.
