HTTPS rule of usercontent.css gets activated only after a restart of FF

Using a customized usercontent.css, I found that the rule for HTTPS links ([href^="https:"] { content: url() }) is activated only after reloading FF (not version specific). Other rules go w/o issue.

Does anyone know the reason for this, and how to circumvent it?
