Created an account using my outlook.com email address. Never got the verification email. Created a second account using my gmail.com email address. Got the verification email almost immediately.
I used the term blacklisted because I checked thoroughly, and there was no verification message in my junk mail. Not to mention, I was watching for it.
Hotmail and Outlook both stupidly block all email from Rackspace's entire cloud. Seriously. They outright block Mailgun which is the service Rackspace uses for their entire network of cloud servers' default outgoing email. That's why there's a notice on the account creation page not to use accounts from them for PortableApps.com. This block is silent on the part of Hotmail/Outlook and the email will not appear in your spam folder. Any website hosted on Rackspace's cloud will be unable to send you email unless they contract with another firm to send transactional email (as Rackspace Cloud doesn't permit outgoing email directly from your server instance).
Sometimes, the impossible can become possible, if you're awesome!
