Maxthon portable link not working (Fixed Link for missing file)

when i open this link here: http://maxthon.info/site/files/MaxthonPortable_4.9.5.1000.paf.exe
it says in chrome
ERR_CONNECTION_REFUSED
any help would be appreciated...
i've also tried to get it in portable apps platform as well but then it errored when i tried to download it...
