Bbenoe's hunch is that some old plugins are not compatible, which might well hold true in my case (Beautify, UFRaw, G'MIC amongst others)
I had the same problem. It helped to completely uninstall and install.
I'd like to try to determine if it's a settings or a plugins issue. For those affected, could you make a backup and then try these two:
1. Delete your GIMPPortable\Data directory and then upgrade and run it. This will keep your plugins in place but reset all your settings.
2. Delete your GIMPPortable\App\gimp directory and then upgrade and run it. This will remove all your plugins but preserve your settings.
Once we determine the cause, I can push out a Rev 2 to fix what broke things.

I was also affected by this.
I initially tried doing a Data reset, but that did not fix the problem.
However, manually removing the gimp directory and forcing an upgrade fixed it.
I recommend a rev 2 that nukes the \gimp directory for all users.

I don't remember that I have installed any plugins, but my installation is some years old, so not relay sure.
I did a clean installation on one PC and it's working fine now.
I did a right click on the app under the portableapps menu und clicked on uninstall.
Ill try the deletion of the folders on the other PC later.
This issue is fixed in 2.10.0 Rev 2 which has just been released. GIMP Portable 2.10.0 Rev 2 and later will archive your existing plugins from version 2.10.0 and earlier within the GIMPPortable\Data\plug-ins-pre-2.10 directory to eliminate issues with incompatible plugins due to a new major version of GIMP. You can manually copy your plugins back to test compatibility.
