this was once actively maintained as a development test build here, but unfortunately the base app developer did not allow to use the name due to trademark issues. Chris Morgan, a former developer (the pa.c launcher is mainly based on his work afair) tried to get allowance, but was turned down. You can read the reasons in the topic I linked to. Maybe things have changed, but nobody bothered to ask again.

I read through much (but admittedly not all) of link you provided (and the sublink to the Sweet Home 3D Forum), and it sounds like there is more common ground than challenges.
It sounded like the big difference was the author's request to not add the word "Portable" to the name of the app. That seems like a reasonable accommodation!
Maybe the project can be revisited?
