not sure what you mean by portable apps device, but protableapps are simply programs running on windows, not on android.

A portable apps device, usual a USB stick, contains the Windows Portable Apps and the Portable Apps launcher. Now I would like to connect a smartphone through a USBcable to the WIndows PC and let the smartphone function as a PortableApps device and start Windows Portable Apps.
So, a smartphone instead of a USBstick.
look in some forum for your android, you will find there the setting so the phone behaves like usb stick-
Every android can do this without any app.
However you should note , that full automatic start of windows apps from external devices was blocked by microsoft already years ago. Autoplay exists for some media files only. So you will have to start it by some interaction from your windows account.
