In answer to your query above:
"No, but YOU can make it portable - or at least 'mobile' - without our help."

Here's how:

1) Get a program called "Universal Extractor" here:
http://www.legroom.net/software/uniextract
(Choose the binary archive to DL, and unzip it to a folder of yer choice. All you gain from choosing the installable version is the ability to integrate it into Explorer right-click context menus, which to me isn't justification enuff to "install" it...).

2) Once you have UE set up for use, run the explorerxp executable you downloaded thru UE, extracting it to a folder of your choice.

3) Result (having just done this myself): One executable file, one html file, one nsi file - and a grueling 10 second's worth of 'hard work'. That's it.

4) You'll be wantin' to keep UE around - I've used it to 'make' countless apps I've tried run portably (It doesn't work with everything I throw at it, but it works w/ enuff stuff to make it one of my favorite apps!)

5) Run the the EXE file, and there you have it.

No thanx needed ;-). It's all about helpin' our mates in Christ's name.

P.S. - As an added bonus, UE itself is also 'portable', if you set it up as I described above!...
