It's possible make a portable OpenVPN client?

I don't see how...

...since the virtual TAP device needs to be installed in Windows to be used by OpenVPN.

The restriction can be sidestepped by running OpenVPN in the background as a service, in which case even non-admin users will be able to access the VPN, once it is installed...

Running it as a non-admin user gets messy and the virtual TAP device still needs to be installed to be used.
