In the past Chrome was released as full portable offline installer. See here:

I hate installers which (down)load additional stuff from remote servers.
So I prefer a full package.
Will this variant be shutdown for Chrome in the future?

Google Chrome Portable has never been available as an offline installer. It's always downloaded Chrome itself from Google. Anyone distributing it as an offline installer is doing so illegally (and usually doing a bunch of other nasty stuff).
