I use a portable version of chrome 64 but periodically a small part of a popup appears in the upper left corner with an info as chrome can not update...
How can I TOTALY disable crome update ?!

Updates are disabled by default. There is no updater included with Chrome Portable and a locally installed Chrome updater can't update the portable version. That's likely a warning that Chrome is unable to update and is out of date and insecure.
