So, I have Premiere CC 2018 portable and I don't have the "Premiere.exe" to open the application (not in the directory \Premiere\Apps\Premiere\Premiere.exe)
What can I do to create an "*.exe" file to open it?

Adobe Premiere is Commercial software that does not permit being used in a portable manner. Sorry, we can't help you.
[Edit] just noticed you said you have Premiere CC 2018 Portable - this is an illegally packaged copy of Premiere CC, not made by us.
