I tried to install "ProcessExplorerPortable_16.21_online.paf.exe" and it says "downloaded copy of Process Explorer is not valid and can not be installed".

It's because a new version was released and we haven't yet scanned it for viruses and updated to it yet. It will likely drop later today.
Pro tip: Since this only happens with new releases, if you use the platform daily to update your apps, this will likely never impact you since you'll update as we release.
