The latest official version from PortableApps.com at the time of writing should be 6.1.2. I just checked and I still have the german ui. Could you give some information, how you got to 6.1.4.
Maybe some additional info would help like OS, installation folder etc.
as always the newest version in PAF-format is available on the download-page of TheDocumentFoundation, a couple of days before it will be released here.

Apologies, this was due to a packaging mistake on my part. Use the All Languages version instead. LibreOffice's local installer and the languages are all out of order, so I'm manually scrolling through the list to check them off twice (UI and dictionaries) and occasionally mess one up. A revision will be built soon but The Document Foundation will take up to two weeks again to post it.
Note that in the future, releases are not supported until announced on here, which will have accompanying notes on build issues, etc. If you download early, there may be undocumented issues, etc.

Rev 2 has been released which fixes issues with locales in the Standard package. Apologies for the inconvenience.
