Be a handy little app.
https://portableapps.com/node/4259. The authors have cleaned it up and rereleased a portable version. Again it is closed source, so it can't be hosted here, but it may serve your needs.
Other options are Advanced Diary or EssentialPIM (use Google)

it leaves some registry keys behind, I tried this with the beta, so just use EssentialPIM unless Evernote Portable is out of beta versions.

I know of three more applications that you might check out: NeoMem, The Guide, and MemPad.

I'll let you examine them yourself. However, MemPad is freeware while the other two are open-source. Also, I suspect that The Guide is portable, but I am not 100% certain. (Try the version of The Guide without the installer.)
