The updater in Firefox can update Firefox Portable (though not its launcher, of course). Firefox no longer respects disabling the update setting within about:config. Just setting it to ask to update. It ships set like this by default.

Is it okay the portable executable is now version X while the actual program is X+1 (66 in this case)?
It's hard to say how Firefox will perform after interrupting an update. If all else fails just reinstall FF portable, don't forget to save your bookmarks if you haven't allready.
Have you put in place any policies, including -> "DisableAppUpdate": true - you'll need to stay on top of updates but this should prevent FF from updating without your permission... see this thread for help -> https://portableapps.com/node/59514
