I am 99% sure it is impossible (unless you hack the computer)... That is why they disable it.

There are some command prompt replacements. Some time ago (c.a. one year)I was looking for such thing. I found 2...both commercial. If I remembered their names, I'd write them.
just make a .bat file with the following:
command.com
or just play around with dosbox.
first, im a kinda n00b with the whole codes thing. second, id get into the dos box if i could but they where smart and locked it up with the other files. i think i got acsess to the security progs thogh, ill see what i can do. also if someone could tell me how to make a .bat file, that would be nice, always wanted to know.
Just write it in a text editor and rename it from txt to bat.
now i just need to learn to write it!
can you open command prompt at all? if so what does it say?
itsays all the usual stuff and then at the bottom it says " commandprompt ahs been disabled by the administrator.

and then you press it and it closes. das about it!
Have you ever considered running Safemod? I haveked into my bestfriends computer with safe mode after he put up security and dared me to hack into it. I did and I changed his password and added a pass in his bios so he can't login
how do you run it in safe mode again?? i used to know but i for got cuz its been so long.

funny thogh, that wont work on my pc cuz f8 is the boot menu on mine, but not the schools!
Have you ever considered using del key at the precise time as you would with F8. Sometimes it is Delete key. I had this one computer where to boot into safemode you had to press the delete key
cuz i got an old a$$ comp and i dono what will happen if i start trying different things on it. i'll check it out thogh.

depending on how strict the policy is at your school, you may be able to write a vbs script to change that registry key to enable it, or to disable it again. I wouldn't be much help with that cause i dont know much about programming outside a few intro level college courses, and i wouldnt recommend trying to hack past school user policies anyway. I know at my school we have a lab that only the computer science majors can use, and even in that lab the policies are very strict. The thing i don't get about why our school locked CMD in that lab is that we need it to use MASM for our assembly language class, and the profs tell us to use that lab for it, but then we can't do anything.

i know tha the proedition was there, i read it and i dont think i can get at the command prompt diable thingy.
if its like my school, ya cant, i found a program that will run from a portable drive and allow you access to settings like that, but i haven't been able to get it to work yet...

I'm not sure if it's portable, though.
It's not. It saves it's settings in portable way, but uses system's command prompt. If it's disabled, it won't work. And even when it can use it, there may be some configuration issues, i.e. on my university's computers, tab in command prompt means..."tab", not "complete name".
Although some people like it, some even call it "portable", I don't consider it good software.
I don't think that there's a way without using the actual one.

Writing everything from scratch.
I mentioned 2 such tools high above this post, both commercial.
I can't find one - it was Win*Something*. The other tool is 4NT.
Actually, it might be possible.
If you just want to execute programs from the SYSTEM32 directory, it'll be easy. If you want that and executing other files too, it'll be a bit harder, but still possible.

4NT can do everything cmd.exe can. And more. But it's payware...and IIRC quite expensive
i can accsess the system32 registry so if i can run it from there......
