I've come back to windows after many decades primarily using linux. my distro abandoned 32bit apps.so, I bought a new HP laptop (that claims to be 64 bit). I' tryed to use portable apps as they had previously met my needs. when I try to use Libre Office or GIMP, both fail immediately. how about publishing a list of what works on windows 10?

Both LibreOffice and GIMP work fine on Windows 10 as do all the apps in our official directory. We do not permit apps that don't work on Windows 10. Please post the specific details asked about in the header as you post an issue: "include system details (OS version, 32 vs 64-bit, install path, new vs upgrade, etc)." as well as the exact error you are experiencing. Also be sure Windows 10 is up to date.
