No, GPG won't be included in the next release, it will be switching to an add-on. So, you'll be able to grab a regular copy of Mozilla Thunderbird, Portable Edition and then install Enigmail and add on GPG. Enigmail will be a regular extension install as with standard Thunderbird. GPG will be an add-on for Thunderbird Portable shipped as a PAF package for easy installation.
This is due to Mozilla's guidelines as a part of the licensing agreement.

Are there any plans on doing the same for Abiword plugins? I would love having them in my Data folder or as .paf's.

AbiWord's plugins are pretty easy to install on their own. The installer works with AbiWord Portable since I changed the directory layout over a year ago. But, I'm gonna take a look at it and see if there's an easier way to point it to the right place.
They don't work from the data folder and would need to be moved back and forth to work right. I don't think there's enough benefit from doing this versus the effort and slower startup especially since if you had to reinstall AbiWord Portable with your favorite plugins later it would be very easy.

Since when? I've been on the GPG and Enigmail mailing lists and have never heard of this. Werner Koch already refuses to work on W32 builds beyond security updates anyway.

What I'm saying is that as part of the licensing agreement with Mozilla, the package of Mozilla Thunderbird, Portable Edition with GPG and Enigmail pre-installed is going away. It'll just be the base package. You can add Enigmail to Thunderbird Portable in the usual way (installing an extension). You can add GPG to it as a pre-packaged PAF that will place GPG in a place Thunderbird Portable can find it.

You made it sound like GPG would be like Enigmail, installed via xpi (i.e. add-on).
Anyway, simple binary replacement will suffice for upgrading (for those who didn't already know).
