I try to install GPG plugin from both offline and downloaded installers and it looks to install properly however it is not seen anywhere on the menu?

It's a plugin, not an app. As such, it won't appear in the menu. It can't be run by itself. Just by something like Thunderbird Portable. You can confirm it is installed or delete if you need by exploring to the PortableApps\CommonFiles folder.
Sometimes, the impossible can become possible, if you're awesome!
