Antivirus

Your antivirus is blocking it as described on the app homepage: https://portableapps.com/apps/music_video/cdex_portable#app-notes

Others, .... portable softwares uodate and install without that error..

Ok, ... i have read the post below

App Notes

File Note: CDex will use X:\Documents\Music by default for files. You can alter this location in Options and your selection will be adjusted as you move PCs.

Local Version Warning: The local version installer uses what is considered a malicious bundleware add-on that will be detected as such by several antivirus engines. The portable version downloads the local version installer but extracts the files from it without running the installer, protecting you from bundleware. The download may trigger a detection in your antivirus, however. The files extracted by CDex Portable 2.21 are verified clean.

Something Blocking

Windows 10 1903 x64 downloads it just fine here. Something on your end or in between (corporate/university) is blocking it.

I've tried downloading this at work and at home. Both failed similarly to OP's error.

It is a downloading time-out problem

I have the same problem starting from about the same date - I can neither update it, nor reinstall it by downloading the .PAF file. I think it has nothing to do with the version of windows or with virus detection. Rather it has to do with some (apparently deliberate) download throttling (depending on your geographical location maybe) which for me (in Australia) appears to have started in July or August as I have not been able to update since version 2.19 dated 8th July. This throttling causes the download to time-out at about 60-70% after which it starts from scratch, slows down at about the same percentage, times-out again, and then gives up displaying a "Reget Error". It starts off downloading at about 1MB/s, then slows to about 160kB/s before giving up and restarting from scratch. Despite retrying many times in the last few months, it has never completed the download successfully.

So I suggest a fix might be to allow a longer time-out before restarting the download, or simply checking that the download has actually stopped progressing before deciding to abort and retry. Given a bit more time, it would almost certainly complete the download and install successfully.

Same symptoms

I have the same issue as well and I'm also based in Australia.

[Update] The only AV I use is Microsoft Security on Win10. After months of switching off various settings in it and putting up with this issue, I began to wonder if it had anything at all to do with AV at the device level in my case.

It turns out that the AV blocking was happening at the network level from my ISP (Internode if anyone is interested). Fortunately, I have control over this complementary feature. So I switched off the network firewall (temporarily) and lo and behold, CDEx installed the first time. It was like there was never any problem.
