What happened to Mozilla Maintenance Service
I cant see it when installing fresh Firefox portable
and I don't see it in the apps list on windows settings
How to enable it and how to disable it and delete it completely ?

That's for the installed version only. It's not for the portable version. It requires admin rights and is used to let users update Firefox without needing admin rights.
