As mentioned, you can grab the older ESR portable release and update it yourself to ESR 68 using Firefox's built-in updater. Note that your extensions will break as you move machines.
You should not use an outdated Firefox Portable 68.x release as it will have unpatched security issues.
I see no issues with 69 on Windows 10 here.

You can update that version to ESR 68.x but note that your extensions will break as you move PCs. That's why it's purposely delayed.
Note as always that ESR is for organizations, not individuals, of course.

Ok, trying to get the latest iteration of v68. Couldn't find regular Firefox 68.1.0 among the portable versions.
Version 69 has some unexpected changes and is running slower on latest version of Windows 10.
I thought not upgrading to new versions was a thing of the past (since v57).
