I'm struggling to find older versions of some utilities -- is there a way or are they not available? I'm specifically looking for an older version of TinyTask.

You can get some old versions of some portable apps here: https://sourceforge.net/projects/portableapps/files/
However, TinyTask is not among them. You could try the freeware app AutoHotkey which you can download and use as a normal installation or as a portable: https://www.autohotkey.com/
If you want to download the portable version then go here: https://www.autohotkey.com/download/ and select to download "Download AutoHotkey .zip"
I've only used AutoHotkey once myself and it is okay at what it does. I don't know if it has a 'recorder' function.
