Python scripts not loaded at startup

I downloaded Gimp 2.10.18-2. When I install and run it, no Python scripts get loaded at startup. Get the following error messages when I try to run the Python console from the Filters menu:

GIMP Message
Execution error for 'Console':
Failed to run plug-in "python-console.py"

GIMP Message
Unable to run plug-in "python-consloe.py"
(E:\GIMPPortable\App\gimp\lib\gimp\2.0\plug-ins\python-console\python-console.py)

Failed to execute child process (No such file or directory)

However, the file does exist in the correct directory.

All other filters such as Heal selection, Nik filters which depend on Python scripts also fail to load.

What could be the problem?
