I was looking for a great app calling eXpresso and found it's not in use any more and it's outdated (https://sourceforge.net/projects/expressoportabl/).
Why is deprecated? Can it be updated? Is there an updated alternative?

As you've noted, this is not an officially-released application. You'd be best off asking at the page of the most recent build, here: https://portableapps.com/node/27101
Note, however, that the developer that was working on that build has not been active here for over a year.
