I can't set my own language (Finnish-FI) in the language settings = PortableApps.com Platform version.
But Foxit Reader's Language Selector works when installed on my computer's desktop (PC Win 7 64-bit).

I've marked this a bug while we investigate.
As can be seen here, the launcher for Foxit Portable is supposed to handle Finnish with no issues.
To confirm, do you have the Platform language set to Finnish?
Finnish is currently unavailable for Foxit Reader 10: http://languages.foxitsoftware.com/?proid=116
Previous versions with updated version numbers within (as I included in the current Foxit Reader Portable release) do not work.
Sometimes, the impossible can become possible, if you're awesome!
